Understanding DDD Services and Eligibility in NJ
How New Jersey’s Division of Developmental Disabilities works and how to access supports.
New Jersey's Division of Developmental Disabilities (DDD) funds a wide range of supports for adults with intellectual and developmental disabilities. Navigating it for the first time can feel opaque — here is the shape of it.
Who is eligible?
Eligibility generally requires a developmental disability that manifested before age 22, is expected to continue indefinitely, and results in substantial functional limitations. Applicants must also be Medicaid-eligible and a New Jersey resident.
The two main programs
Supports Program — for individuals living at home or independently, covering day services, employment supports, respite and assistive technology.
Community Care Program (CCP) — for individuals who need a broader package, including residential supports.

- Day Habilitation and Pre-Vocational Training
- Individual Supports and Community-Based Supports
- Respite Care for family caregivers
- Behavioral supports and Natural Supports Training
- Transportation and Interpreter Services
How to start
Apply for DDD eligibility, secure Medicaid, then work with a Support Coordinator to build an Individualized Service Plan (ISP). Your ISP is the document that unlocks funded services — it is worth investing time in getting it right.
